Core Civil & Mining Services Pty Ltd operates earthmoving and civil construction plant on construction sites and operating mine sites in Western Australia. Mobile plant, excavation, working at height and near services, heavy vehicles, remote locations, heat and fatigue can cause serious harm. Our approach is to control these risks before work begins.
Work Health and Safety Policy
The Owners / Directors accept overall accountability for preventing work-related injury and ill health at Core. No task, program, cost or client expectation justifies exposing a person to uncontrolled risk.
Our operating principle
Every person has the right to go home safe and healthy. Uncontrolled risk is never accepted as the cost of doing business.
Safe delivery is built into planning, mobilisation, supervision, consultation and project close-out.
Every person on a Core workplace has the unconditional authority to stop work they believe is unsafe, without disadvantage or reprisal.
Our Commitments
Protecting people through accountable delivery
Core is committed to providing safe and healthy working conditions, eliminating hazards where reasonably practicable and continually improving health and safety performance.
Health and safety is a shared responsibility. Workers are consulted before decisions affecting their health and safety are made, and every person is empowered to raise a concern, report a hazard or stop unsafe work.
- Provide safe and healthy working conditions appropriate to the nature of Core's work and the level of risk it carries.
- Eliminate hazards and reduce risk by applying the hierarchy of controls, using administrative controls and PPE only where higher-order controls are not reasonably practicable.
- Comply with the Work Health and Safety Act 2020 (WA), applicable regulations, codes of practice and client or mine operator site requirements.
- Consult workers and enable their participation in hazard identification, risk assessment, control selection and incident investigation.
- Support unconditional stop work authority, with no disadvantage or reprisal for stopping unsafe work or reporting a hazard, incident or near miss.
Controls Before Work Starts
Practical safety controls at every site
Our safety controls are designed around the hazards of earthmoving, civil construction, heavy vehicles, mine site work, remote locations and changing operating conditions.
Plant, vehicles and services
Mobile plant, heavy vehicles, excavations and work near services are planned, separated and supervised with fit-for-purpose equipment and controls.
Fitness for work
Fatigue, journey management, heat, drugs and alcohol, remote work and psychosocial hazards are managed as part of fitness for work.
Emergency preparedness
Emergency response and evacuation arrangements are prepared for each site, including remote locations where emergency services are distant.
Risk and Consultation
Workers are involved in safer decisions
- Remove barriers to worker participation and consult so far as is reasonably practicable before health and safety decisions are made.
- Use the hierarchy of controls to eliminate hazards and reduce risks before relying on procedures or personal protective equipment.
- Review changing conditions, remote work risks, heat, fatigue and psychosocial hazards throughout delivery.
Reporting and Learning
Learning from incidents and near misses
- Report and investigate all incidents, injuries, near misses and hazards to a depth proportionate to their potential consequence.
- Share lessons and act on findings so that controls improve and the same failure is not repeated.
- Support injured workers through injury management and return to work arrangements under Western Australian requirements.
Implementation, review and continual improvement
This policy applies to every person who works for or on behalf of Core, including employees, labour hire personnel, subcontractors and visitors. It is implemented through the Integrated Management System Manual (MAN-01), the eleven IMS processes and the Work Health and Safety Management Plan (PLN-02).
- Approved by the Owners / Directors and issued under ISO 45001:2018 Clause 5.2.
- Displayed at the registered office and at every project site.
- Reviewed at least annually at Management Review and whenever activities, structure or legal obligations significantly change.
- Communicated to workers at induction and to external providers at engagement.
Every person must take reasonable care for their own health and safety and that of others who may be affected by their acts or omissions. Everyone has the authority to stop work and raise the matter with their supervisor where a risk is not controlled.
